Yeah it is. (At least at the start, I'm only about 15 minutes in). It's a combination of things but I think it's mostly the noises. If you had the game on mute it wouldn't be nearly the same.

Your character is a bit sluggish to control and plods around with very loud footsteps. Opening doors is painfully slow, you have to reach out and they creak open inch by inch, or you can shove them open and it makes a lot of noise. You have to turn on nightvision mode on the camcorder to navigate through dark rooms. Then there's the creaks of floorboards and strange noises around you, which make you feel like something is creeping up on you. The music is also really good, making you feel uncomfortable and building the tension all the time. I also noticed that things flicker at the edge of your vision as you enter or leave rooms, it could be a glitch, but if it's deliberate, it's a nice touch.

I was playing the game yesterday and my dog jumped up on to the sofa at the same time something in-game screamed and jumped at me in the dark. I nearly screamed

Then it was back to relaxing petals floating in the wind. lalalala.

Don't give up on Dragon's Dogma. I kind of felt that way as well but played it through and finished it. The game became my all time favorite game. Surpassing Ocarina of Time, God of War II, and Dark Cloud 2. Trust me, you'll love the ending. Also, the way you feel about TLOU is the way I feel about Diablo III. I'm addicted to this game. I've been playing it religously since the console release. I'm getting PS4 as soon as the PS4 version is released.
