I don't see why this shouldn't be doable, just make sure to keep the image and file size down to reasonable levels, provided you can keep it in those restraints, you should still be allowed to put up a gif.
I know we can't now, but it would be nice. I'd kinda like to do a couple frames to mine to get his hair to blow.

I really hope animated avatars aren't allowed. I know it's just my opinion, but it makes things look really tacky to me.

At the end of the day I do agree that animated Avatars make things look rough.

Why is it needed? Do you look at a Photo and say "I wish it were moving",
or do you look at a Painting and think "I wish it were animated".
