Both are capped. PS4 is obviously capped at 60fps, why do you (people) keep saying the game is unlocked on PS4? The same way PS4 is capped at 60fps, XB1 is capped at 30fps, no difference except the 30/60. If it was really unlocked like on PC then TR would run maybe at 80fps when XB1 would have run at 45fps.
Anyway if you really want to insist with that specific game just know that the game runs at 900p on XB1 during the cutscene AND some levels like some part of Shantytown. I already proved it here for one gameplay scene. It would run constantly at 20fps-ish on XB1 on those levels otherwise.
Please stop bringing Tomb Raider DE example, because it's a bad one and it's worse than you think. The game is only double buffered on XB1 for instance: screen tearing does exist on this platform. Also the 51fps average has been made only using the heaviest action scenes of the game. Most of the time the game runs at 60fps in fact.
Anyway you are right about 1080p/720p, it was only for one game. MGS5 is probably running at 900p on XB1. And you are probably right about the gap which may slightly decrease with time.

If You had a significantly more powerful machine on the console then the other is weak... Wii U is weak and I always said that here... now just because it is MS I need to stop?
MS and Nintendo created weak machines... blame them for that.
It won't be the first neither the last game to be better on PS4... even devs trying to reach parity they couldn't because there is a big difference in power... that's funny because devs are barely optimizating the games for PS4 while most of time of optimization is used to try to make Xone version runs most close possible to PS4.
It doesn't matter how the MS fans here try to spin that because at the end one machine is significantly weaker than the other.
BTW you guys remember when Kojima said both machine had similar power in the past and I said he just didn't want to damage the Xbone because he wants to sell in both.
Well now the truth will come out and he can't spin anymore because people will start to see the differences... so before he be questioned about he is already saying one machine will have a better version than another.
Same will happen with the other Japanese dev and that Avalanche's guy.

Maybe but it is obvious it is not weak compared with Wii U or last gen consoles.

I have to disagree with you again the diff in TRDE on PS4 and TR on PS3 are extreamly noticable especially in motion FYI i have platinumed TRDE and my buddy has TR so i have recently compared them myself in person.
I remembered a twitter from Kojima saying he wants the gamers to try the PS4 version... it starting to make sense.

I think you're partially wrong, as he was mentioning the eight gen version rather than playing the seventh gen version...if I am not mistaken.

People here said because it is Japan and there is no Xbone version in Japan he meant Gen8 but the right words was PS4 like you can see in the twitter.
He didn't mention Xbone or Gen8 at all.
"If possible I want you play it on PS4" - My translation.
After that he updated the twitter to add the words about Gen8 because people started to get mad.
