He's right. The "へ” there makes all the difference. "子供たちへのアプローチ” as opposed to "子供たちのアプローチ” the former is roughly "approach towards children" the latter is "children's approach"

This is correct.
The problem with many "translators" these days especially in the games reporting field is that they're not real translators and they translate "by feel" instead of getting a 100% grasp of what's really being said.

The semantics lean more towards "the children's approach was insufficient" not that "we are insufficiently reaching out to children."
