Kid Icarus Uprising is out on the JP/NA eShops, while it's not on the EU one and probably won't be for a while, if at all, why's this such a difficult thing to do? -_-

Europe is a very difficult legal terrain to navigate, the eshop is plagued with different rating systems and cultural restrictions on content. North America is easy, almost completeley unified regulations and ratings for entertainment (though Canada is more permissive for sexual content... seriously watch a Canadian movie). Japan is just one country.
Apparantly its rights issues.
There are alot of those cases on PSN aswell.
For example Syphon Filter is a Sony IP. Syphon Filter 2 is on the US shop but isnt on the EU one for some weird rights issue. The same can be said about Xenogears and Chrono Cross. They are on the US PSN, but square doesnt release them on the EU one, even though it should sell well cause the games werent released here before. But apparantly it raises rights issues aswell.
Its all a big pain. These rights issues should be streamlined.

Big pain! Always wondered how Steam can make all content avaiable ww when eg. PSN can't? If it's due to localization I'd rather be without.

They don't always. I had to buy my Ausie friend a couple games from the US steam store. One being the banned Saints Row 4 weapon DLC. And a few 2D classics. They aren't on theirs.

Okay. But you can activate all content in all regions even if it's bought in another region.

Yes. It's the purchasing process that is region locked. Then Steam lets you in all other fashions. I activated my UK physical copy of Train sim 2014. But Steam could easily disallow it like everyone else. It's a legal loophole that other copmapnies could do. But choose not to.
On the european e-shop there is Fist Of The North Star. This should be a game with a lot of difficult property rights and also problems with ratings because of all the violence. Furthermore it is only available in english, french and italian. Often there is the argument that games for europe has to be translated to all the major languages.
It seems as if these arguments about ratings, rigths and language problems is not as big a problem for Techmo Koei as it is for others (Nintendo ).

There's always some BS rights issues. A ton of them make no sense. Two companies could own a series in the UK (example). But only one in the US. That usually causes it. It's also taxes and or other laws that add to the time. Like you need to have 20 languaes in the EUR version. While the US could care less if Spanish isn't included in.
