Europe is a very difficult legal terrain to navigate, the eshop is plagued with different rating systems and cultural restrictions on content. North America is easy, almost completeley unified regulations and ratings for entertainment (though Canada is more permissive for sexual content... seriously watch a Canadian movie). Japan is just one country.
