In the past, iwata said that they don't believe cloud gaming was the future, but that they will keep a eye on it. Most of us though that this would mean that nintendo would only watch everyone embrace, doing their own thing, as usual. Besides, the laughable network infrasctruture that nintendo showed us(again) this past christmas made clear that they are not prepared for a huge internet demanding service, like cloud gaming is.
Anyway, there is some other points to be considered. First, after the christmas disater, they started to look for a it professional to perform task's like "Optimizes systems design across technology areas for future flexibility, performance, multi-tier behaviors, capacity, and scalability."(https://nintendo.taleo.net/careersection/10000/jobdetail.ftl?job=13000000C5). Ok, just one guy to avoid another extended down time in eshop, but you must remenber that took one Dan Aldeman to change what nintendo was for indies.
Second, nintendo is more than happy about the sucess of their digital offers, aways showing a grow near to 100% every quarter, and they are actually promoting it more and more, with the release of digital cards on retail and TV ads aimed exclusivily to talk about digital content.

Oh wait! They areadly have it! They put it on wiiu remenber? To this day, neither vita or nvidia shield manage to do a better job.
So they have the thecnology, but they don't have the structure. Besides, would be easier to get developers to work on the cloud, on the power is easier to scale. I'm not saying that in the next year they will make a announcment reagarding this, i'm just saying that maybe they get there before this generation is over.
