This is not a rumor.
Of course they´re already working on their next machine, as they always do.
Remember how they started working on the N64 three years before its official launch? Even the WiiU and 3DS development started years before its launch. Nintendo always work like that. And this is one of the reasons why their devices are always feel (tech-wise) late to their competitors (with the exception of the GC, obviously)

But this rumour says theyve already selected a vendor for SoC, this doesnt sound like 3-4 years away
I would be surprised if Nintendo wasn't planning their next hardware already. This is not a surprise. I believe it's required to begin development of the next hardware system as soon as you have released the present hardware system.
Considering Nintendo have recently merged their handheld division with their home console division, I believe their next system will be a combined handheld and home console system, based entirely on streaming content. I'd expect a release during holiday season 2016.
Nintendo stated numerous times in the past that they usually begin planning and R&D on their next system as soon as a new one is released, so this is not surprising in the least. If anything, I'm surprised that they didn't start until early 2013 (well according to this source, that is, in reality I think it's likely they started long before that). Also, they've very likely already begun work on the successor to Wii U too. In fact, they may be one and the same, if recent whispers are to be believed...

Well it's pretty normal Wii U development started in 2008, and at that time Wii was still booming, 3DS graphics chip contract was signed in 2007 to 3DS is entering in it's third year, it doesnt surprise me that they already started working on next gen systems

which is the reason you start early. so you can rhave enough time to respond to those changes. sometimes you even revert back to an older idea.
