I'm using official Nintendo numbers:
2016: 7.36M
2015: 7.53M
Plus, you're looking at Europe and the US only. Plenty of other countries out there.

Lawlight, CY15 Q1 had New 3ds xl release in the west.
As you can see in the chart, 3DS grew significantly between March-December 2016 compared to March-December 2015.

Still nowhere close to 11M so why this silly discussion about it being calendar or fiscal year?

Bold? I know this thread is over 3 1/2 years old, but I don't think it was ever bold. The PS4 is already about to pass 3DS during this year, and it'll easily sell another 13.5+ million after that. 3DS is taking its last few breaths now. I'm starting to have doubts the device will break even 70 million; PS4 on the other hand is still on track to sell over 125 million.

Your comment is true, though the growth is actually from July to December as it was down QoQ in Apr-Jun 2016 compared to Apr-Jun 2015. So Pokemon Go is essentially what caused that growth inthe second half of the year. Still, Q1 2017 shows a 10% drop QoQ from Q1 2016.
