3DS did grow in 2016, simply vgc has made a small mistake in tracking in 2015...

In addition, 3DS sold out all of its stock on holidays in the USA, as a result having stock issues till April.

I'm using official Nintendo numbers:

2016: 7.36M

2015: 7.53M

Ah, you mean calendar years...

Lawlight, CY15 Q1 had New 3ds xl release in the west.

As you can see in the chart, 3DS grew  significantly between March-December 2016 compared to March-December 2015.
