At least not until some months after release and if numbers will be still high then.
Remember, the PS3 sold much less in North America because of much lower shipment numbers. Production problems forced Sony to delay the launch in Europe and I think from 2m planned launch consoles only 500k were really produced and sold in Japan+NA. And Xbox 360 did also ship much less as Xbox One will probably do. Not sure about Xbox One since there were rumours about some production issues but if it will ship more, it will also sell more as 360 did at least in North America.
PS3 was also very expensive so that at least some fans who already knew that they will buy a PS3 didn't do it for that price. Now they can buy a PS4 as soon as they get one but that is still only one sale to this person, if at release or 1-2 years later.
There was a lot of hype before this launch and the war between Sony and Microsoft probably also helped. It was obviously much more interesting this year because of the similar launch of both consoles and media also helped with their articles about the huge battle.
I really hope that both console will sell a lot in the next years but at least I am still sceptical if this gen will be really that healthy.
