It is.
You have to have an Xbox LIVE Gold subscription to use it. The difference is the unlike a game which generally carries a one-time cost, Xbox Fitness is a subscription service. You get five trainers, and the workout routines for all five. So for a year you get to use all of them for one flat fee.
My guess is that's cheaper than buying up all the videos sets from all five trainers.

Wow, this app sounds worse with every single passing day, just like XO in general. I would be seriously interested in getting an XO down the line, after it gets a significant price cut, to get this app, but the price model is throwing me away with a huge force. And it did that even before I've heard that you have to pay for the additional workouts! Till now I thought I have to pay for Gold (which is shit and the one single reason I haven't purchased a X360 thus far - I bloody hate subscriptions and microtransactions) and pay the sub for the app. Now they want me to pay even more!? Hahaha, nice joke MS, nice joke.
Telling us to pay for Gold and the sub to get total access to all the workouts would be kinda tempting even for someone who already has some of these workouts. At this point... no way. There is just no friggin' way I can find any sort of justification for such a purchase. These little motivational boosts and automatic stats aren't worth that price, I'd rather stick to my good ol' piece of paper and note stuff down for 0 Euro. If I could purchase individual workouts without a sub or pay a small fee for a yearly access to all workouts, I'd consider it. The way it is now? No way. I'm just gonna stick to my DVDs and play Vita, PS4 and Wii U.
MS is just too f*****g greedy. Sony gives people $10 gift cards with PS4s, while MS invents double paywalls after which you still have to buy the product. I know which company I plan to support.
Wii U is a GCN 2 - I called it months before the release!

Considering P90X and Insanity are both around $150 each that should give you an idea.

Very true. Just like defending having other apps, like Netflix , internet browser, etc., behind a paywall but are free to access EVERYWHERE else. Next, we'll have a game that uses a P2P2P2P model and some will still defend that.
I do think, however, these policies are part of the reason many are switching to PS this gen.

I agree. It would be completley different, and acceptable, if it was a subscription where all the content would become available to you over time. But to have it where you have to pay TWO subscription fees and STILL have to pay for the content seperately, is just ridiculous. This would be like paying for a season pass just to get access to the DLC that it covers, and then STILL having to pay for the DLC. MS can try this strategy, but its not goin to work.

$470 for it all at once, or $40 a month for a year.
Xbox Live 54.99 + Xbox Fitness (Free for a year) = $4.58 a month
Xbox fitness would have to be ~$35/month to equal all those videos for a total cost of $480.
You would save $10 buying all the content if Xbox fitness was $35 a month, and that's minus the interaction, updates, new content, and social content that comes with live.
Yeah, I'm not going to lose sleep over paying $35 for all that content. Plus it's optional, isn't that what people want? Microtransactions, DLC, are all about giving users choice, what's wrong with that? If you don't like it don't buy it, don't whine about being too poor to afford it. To me it's worth it, and I don't give a fuck what you think.

P90X and Insanity cost $120 each, paid in 3 rates - that's the price you can order them at from the page of the authors of the programs.
Fitness isn't free for a year, it's free until the end of 2014 which is a huge difference, especially if you keep in mind that XO isn't released in majority of the world in 2013.
Another difference is that when you buy the DVDs/BR discs, you OWN them and can use them for years to come. I've been using P90X and Insanity over a couple of years now (3-4) and will be using them for years to come so it is cheaper for me to buy them than pay a subscription, no matter how you slice it.
@Bold - no, you are wrong. DLCs and microtransactions are all about sucking more money out of our pockets. And everything is wrong about it.

so, you want that xbox fitness would cost hundreds of bucks for everyone just to have everything in one package? not sure if serious?
you pay for the basic fitness subscription and buy only the extra content you really want. so, if you want tracy anderson stuff, you pay for that and not for insanity.
sure, they could let you buy it without the xbox live subscription but it is pretty logical that you don't have to pay for every content and only for the basic subscription + what you really want.
it's like when you go in a spa. you pay for the entry so that you can use the basic stuff like the pool but if you want to get a mud pack or something like that you have to pay extra. the alternative would be that everyone would have to pay for everything even if he only wants to go in the pool. .
