It is.
You have to have an Xbox LIVE Gold subscription to use it. The difference is the unlike a game which generally carries a one-time cost, Xbox Fitness is a subscription service. You get five trainers, and the workout routines for all five. So for a year you get to use all of them for one flat fee.
My guess is that's cheaper than buying up all the videos sets from all five trainers.
