It's Southern Island.

An Area normally unobtainable in the gen 3 Hoenn games that lets you catch the counterpart of the Eon Duo member that roams your game (i.e. Latias roams in Sapphire, and Latios is in Southern Island). You could only get to this place by flashing a special Nintendo Power Eon Ticket card on an E-Reader to send it to your game (Only works on Ruby and Sapphire), Or by mixing records with someone who got it from the E-Reader (Won't work if you mix records with someone who got it from mixing records), the second option is the only way to get to Southern Island on Pokemon Emerald since it normally used the Wireless GBA link thing, but It can connect to Ruby and Sapphire through a normal wired GBA Link Cable.

I managed to get here by mixing records with my original Pokemon Sapphire (I met a really nice kid who flashed the ticket onto my cartridge 10 years ago while on a vacation).
