I think it's the best Gamepad game. I can't say "best Wii U game" because that's for Pikmin 3 or SM3DW.
It is amazing how scary it can get some times, BUT I also think it's really tedious.

To me, the tedious part comes from the fact that guns are of no good. It's too hard to aim and in the end, they do more harm than help. So you're forced to use more melee attacks.
This could be solved by adding more melee weapons (seriously, on an abandoned city, it wouldn't be so hard to find a good old rusty iron pipe to smash some skulls with just 1 hit. Or a baton from one of the dead policemen), and improving the aim with guns.
I really liked the game.
