No, between the races.

In-game chat is in Assassin's Creed 3&4, the Call of Duty games, Watch_Dogs, Splinter Cell: Blacklist, NFS: Most Wanted U, Mass Effect 3, Monster Hunter 3, Resident Evil: Revelations, Trine 2 and maybe some more games.

Injustice and Ninja Gaiden have it, too, but I heard that you can't directly join people from your friend list for some reason.
