It will increase but not by too much. Maybe 300-350.
CoD Ghosts as a while is going to decline by a fair amount from BOII, but the WiiU version should be an improvement over Black Ops last year solely due to the larger install-base. I think at least 500k.

Even on the Wii's massive install base, MW3 only did 600k. And you're expecting 700k?
BO2 on the Wii U did 200k. The Wii U's larger install base this holiday will help, but it's not going to counter the limited interest in COD on Nintendo consoles.

Call of Duty 3 released with the Wii and sold more than all of its successors on the console, generally a launch game can sell alot more than it normally would, because of the lack of competition and the general hype that a console launch is surrounded by.

Last I heard it was at around 80k in the US, given it did nothing in Japan to my knowledge, and WiiU sells a lot worse in Europe, I doubt it's near 200k.
That and there are more Nintendo offerings this holiday that WiiU owners will prefer. The userbase hasn't increased much at all either.

While I do expect Ghosts to outsell BOII on Wii U, this reasoning isn't entirely solid. Plenty of Wii launch games ended up being the highest selling in their series on the system. Twilight Princess, Red Steel, Excite Truck, Call of Duty 3, Trauma Center, Marvel: UA, Rayman Raving Rabbids (potentially, it is the highest selling in NA, but the Europe data is missing from 2006 into 2011).
BLOPS2 sold OK considering the install base, so I'm gonna go with 200K - 350K.
