There's a reason why both MS and Sony aren't releasing that many 1st party games at launch. First of all, big AAA titles are very expensive to develop. Second, they often times require several years of development time. When ND and Polyphony first started working on TLOU and GT6, there probably wasn't even a PS4 dev kit yet. In addition, both the X1 and PS4 will have a limited supply of inventory in their first year. They're both basically sold out of their preorders. So there's no need to release more AAA titles at launch to push the system, as the demand already suppasses the supply. A majority of the current-gen owners will still be playing their current gen systems well into next year. There's no reason to not profit off of that much bigger userbase. If TLOU is releasing on the PS4 instead, there's no way it sells 4 million copies when there probably won't even be 4 million PS4 consoles out there until 2014.
Also, once Gaikai is ready, all PS4 owners will have access to that PS3 library. I think Sony is doing the right thing. TLOU sold extremely well on the PS3. So they make the profit now. They'll add on to that profit when TLOU becomes available via Gaikai. And once all the DLC have been released, they can release a game-of-the-year edition on the PS4 next year.
