It seems to be a field move since I think it will affect both sides though i don't think it will that effective in  Sky battles  as it won't affect flying types or those with levitate and maybe magnet rise

it won't remove weather conditions, so it's not a weather move like sunny day.

I thinking its a new class of field move since there are weather and screens, but it falls under neither. i think there is another terrain move rumored as well

Edit: found the rumor, its suppose to be some sort of grass terrain. Maybe its suppose to cause status ailments

forest curse? seems like a regular one target move. it adds the grass type to the target.
