nope, it's not a weather condition. it's more like lucky chant and safeguard.

It seems to be a field move since I think it will affect both sides though i don't think it will that effective in  Sky battles  as it won't affect flying types or those with levitate and maybe magnet rise

it won't remove weather conditions, so it's not a weather move like sunny day.
