At the start of the article it looks like he's actually suggesting Microsoft should buy Sony. Then his language seems to change, and it's that they should 'team up' instead.
Regardless, it would be one amazing console if they done it. Microsoft would definetly be the one set to gain the most out of a mutual agreement though; Sony's market and hardware experience, the 'PS' brandname, studios and Ip's.
