You don't install games to the cloud. They for you to download and play in the "cloud", you don't play them remotely from there.
Your profile information, including game saves, are automatically stored both on your console and in the cloud. This way, they're available where ever you game.
The feature has been a feature of Windows Servers since before you were born. In Windows terms, you have a local profile and you can have a remote profile. The latter allows you to log into any computer within an organization and have all your "stuff" (i.e. computer settings, documents, etc) right there for you. This is just that technology expanded from a corporate server on an intranet, to a server over the Internet.
