Actually it's 4.5GB for games and 512MB flex memory. So, 512MB of memory is swapped to a disk cache, freed, and available to the OS. At which point it has 3.5GB of RAM to use.
Man this thread is on fire. What is there even to still talk about?
Seems to me it's case closed until there's new info to go off. 3-4 gigs of RAM for a good OS is normal right? There's still like 5 gigs of high speed RAM for games right?
So it's all good.

Our very own Anthony Severino was able to be a part of a roundtable with Adam Boyes, VP of Publisher Relations at SCEA today, with a whole bunch of different topics being discussed, and one of them was all about the PS4 and its RAM. For Adam personally, his “favorite moment was getting to announce to the whole developer community that we had double the RAM to 8GB of GDDR5,” because they did originally have 4GB of GDDR5 on the system. Recounting the story of how they went from 4GB to 8GB, Adam was actually at Gearbox (Borderlands), with Randy Pitchford, President of Gearbox, telling him, “If you go with 4GB of GDDR5, you are done.” Following that statement, Boyes says that the entire room of about 30 people added in that “you guys, you never listen, you’ve never been good at this stuff.” After hearing this, Adam says he had a mini-breakdown, and it wasn’t until he reflected on this and asked himself the question, “Are we going to be the best console in every single category?” before things started moving, because “the answer used to be no.” So, Adam went back to the developers about the possibility of doing 8GB of RAM, getting responses like “that would be incredible.” He then took all the feedback to Tokyo, got the thumbs up, and the rest is history. Stay tuned to PSLS for more from Adam Boyes and all things E3 2013. Update: Randy Pitchford has confirmed the story, tweeting the PSLS link and saying “You know it was only because I love you guys @amboyes. Can we call them “Gearbytes”?”

In what part is the official statement about how much RAM will be allocated for games?

Imagine if this was neogaf.

Actually it's 5Gb for games. 4.5gb+1gb of *flex memory. 512mb are reserved and used for file swapping or something like that.* The flex memory isn't used for the OS at alll, and is always available for the games at any time.

Yeah this shit got blown way out of proportion. 5GB is plenty for games as of now. I wouldn't say 3-4 gigs for OS is normal though for a games console at least, but we never have had a console with this much RAM so it will be normal from now on probably. I would say 1.5-2 gigs will be the amount when both Sony and MS optimize and cut down some OS stuff to reduce the footprint to unlock more for games. And as it stands most devs have said the amount of RAM they have on both systems are plenty.
So ps4 has 5gig for games at all time plus another 512mb swap file on the hdd, so 5.5gb, but that last 512mb is slow.
Some people in neogaf, "respectable insiders" are insinuating the numbers in DF article are wrong, and "maybe" the correct number is 6 Gb.... And suddenly there is a lot more happy people!!....oggghh
Two GAF's insiders hinted to 6GB.
It can be 5GB + 512MB + 512MB.
