UPDATE: But not at launch. Microsoft's Marc Whitten just told us that devkit functionality will be added at a later date.

Seems like MS is revising all the Xbone plans from zero... so the new plans needs do be developed.

This is going to allow you, at least eventually, once it’s all put into place, to be able to do everything that someone like Respawn is doing?

Seems like.... and both features (selfpublishing and each Xbone is a devkit) are not launch features.

And yes... now seems like you have full access to the hardware but I think you can't use it full because you have to use some resource to debug, profiling apps, etc... the devkits have more resources (CPU, RAM, etc) due these tools... you Xbone will use some resourse so at the end you have some limitation that the devkits didn't have.

I thought you posted something about the RAM being limited to 3Gb?

This may seem like a stupid question but these X1's will need to be connected to a PC anyway, so is it possible to have the tools on a PC instead?

The Windows RT OS is limited to 3GB RAM in Xbone... so I just did guesswork with the CBOAT leaks (seems proved false).

I guess you can develop on PC but you will need to test into Xbone... so the devtools like debugger, profiling, etc needs to be running on Xbone for these tests.

The Xbone DevKit is like that too... you work on a PC and makes the tests on the Xbone DevKit... now your Xbone is a "light" DevKit... do the same thing but with low specs (the DevKit have more CPU, GPU and RAM power).

The DevKit is a Xbonr upgraded for tests after all... you don't develop on that Xbone... you use a PC for that.

Hmmm... in that case I imagine after telling MS you want to use a console as a dev-kit they may disable some of the OS features and let the dev utilise some of the CPU, GPU and RAM overhead the OS would normally use up. If that's possible that is.
