I guess only if the modded game stays within the allowed 3GB. Anyhow it's a good idea, but obviously it necessarily has some limits, a dev kit is equipped with more memory than the target device, to load and run the dev tools, for memory dumps during debugging, etc, using a standard console for this obvioulsy means that the game must leave enough free space for these things subtracting it from the memory reserved to the game itself.

Edit: then, besides HW issues that could be partially overcome putting more burden on the dev workstations and less on these standard consoles used for testing (will they be able to dump their memory to a connected PC, for example?), there are policy-related issues.
