What I poted early? "seems like limited to Window RT App Program... the App OS"... yeah go against what I said before, why?
And yes... now seems like you have full access to the hardware but I think you can't use it full because you have to use some resource to debug, profiling apps, etc... the devkits have more resources (CPU, RAM, etc) due these tools... you Xbone will use some resourse so at the end you have some limitation that the devkits didn't have.
