If MS and Sony both buy ten games the they can also just not buy any of them. These games would still release then (just talking about those which are only "bought away" and not financed) and they could rather invest more money in new games.
Sony paying for SF means some will buy a PS4 instead of an XBO and vice versa the same with Tomb Raider. In the end it is like a "I steal you 500k sales with my deal but you get 500k sales with your deal" and nobody wins...
