That was a tiny bit surprising, but it's not GTA and not a Rockstar North game, so it would fall in the "GTA V to next gen consoles ?" pot.
Far from certain, though still somewhat likely.

While I can't question the game in term of scale, scope or graphics. The AI seem to not have evolved from what I seen in this new game play footage from previous games. In the scene in the sky scraper the enemies just seem to stand there just waiting to get shot instead of realistically retaliating or looking for better cover.

Everyone treating this gameplay dmeo like the second comming of the messiah, it kinda felt it was exactly like GTA has ever been just bigger to me. I kinda never saw a point on GTA tough so its probably just me and the fact i dont liek the series too much.
