It was confirmed by Major Nelson in this very interview. And from what he said, it sounds like everyone in the family group can share with every other member in the family group.

He said something about your games popping up in your library instantly and popping up in the family share library but he did not go into detail. I am talking about the "everyone can access at once" and "play the same game at the same time stuff". At least for me, those are the more exciting family share features. I am still waiting on a more official word on those elements as well as any restrictions.

I think with all the buzz it's getting on twitter it should be a topic at gamescon...
