PS Eye is $60 for consumers... I thin Sony can do a bundle for less than $450 with it.
According to IGN it does come bundled. They could be wrong of course.

I think it is possible because the Camera is really cheaper.
Kinect is expensive, X1 yield issues, and maybe Sony got a good deal with AMD.

What? PS Eye is priced $60 for retail... no way Sony will bundle it for $100 more... and I think the PS Eye will be included into $399 SKU.
They made some very smart hardware choices and didn't spend a lot of R&D money on extra functionality for tv services. I'm not sure if ps eye is included with that though, that might have something to do with the price since MS is making the kinect mandatory with the Xbox One.
MS invests way more money than $ony but we have yet to see if this is good for them. I think the price-gap is favoring $ony too much.
There will probably be a $449 Bundle that includes the PSEye. There is no reason to sell the PSEye separately if all PS4 SKUS come with the PSEye.

Sony wants to gain a big lead early, they don't want the XB One to have as large of a market share as the 360 did. That plus Kinect.
I think Sony is in a good position for this gen, at $399, it's going to sell really really well.
