I think wind waker will sell a lot

Remakes are supposed to be as close as possible to the original game, whereas reboots are completely seperate games that invent the game a second time.
Wind Waker itself could be considered as a reboot. Wind Waker HD will be a remake of the original however.
Fable Anniversary, as far as we know, has a new engine (new in the sense of different and more recent than Fable), it has the expansion included, "almost instant loading times" (not sure how bad it was before), a different save system, achievements, SmartGlass support and a new interface
Zelda is the more popular series so obviously Wind Waker HD would outsell it.

I hear what you're saying. As for me, I think I prefer a remake that builds off the original source material in some new way. Something like Resident Evil (2002) or Bionic Commando Rearmed.
I hope both Wind Waker and Fable add something beside remastered graphics, shorter loading times, achievements, etc. Otherwise I'm fine replaying the original games. Although I suppose it's nice for people who missed the games the first time.
Fable will probably sell more. At least at first. Wind Waker HD comes out on a console that is currently struggling to sell. While Fable Anniversary is coming out on a console with a userbase of over 70 millions.
I will personally get both. So I don't really care. =P
No doubt it will be Zelda lifetime. It has another 4-5 years while Fable, though it benefits from a much larger install base, has 1-2years (tops) before the 360 is discontinued. Not to mention that games that release at the end of Generations tend to be heavily front loaded with no legs to speak of.

Honestly think it's going to be closer then what you might expect.
I'd give it to Fable HD if I hadn't remembered the Kinect game existed. I honestly can't say at this point until we get more images/gameplay from WWHD so I can evaluate the art a little.
For now, I'd give it to WW based on LT sales and the historic precedent of OOT 3D.
