I do not think so. Sony and MS have got to have expected an announcement from the other this year otherwise they would be the worst company. So both of them expected an announcement this year and both of them set their own plans.
That isn't proof. Proof is if someone manages to leak a memo from a microsoft executive saying the nextbox launch event needs to be pushed up because of the playstation 4 launch event. Correlation does not imply causation. It may be entirely possible that you're right, but we will never know unless actual proof is leaked.
Anyway I expect them to show some innovative new feature with kinect 2.0 that wasn't possible with the original kinect. We already know CoD Ghosts gameplay trailer will be revealed. I believe that they will also tease a bunch of new IPS. I think Microsoft understands they pissed off a lot of their core audience these past few years. They know that if their launch period isn't filled with exciting new content they will lose a lot of their core playerbase.
Nobody can surly say whats going on behind closed doors. Rmours are rumours. Thats it. We have to wait and see what microsoft will bring to the table to get an idea.

I think the timing was surprising to Microsoft, rather than the announcement itself.

But some actions could lead to conclusions that they were caught off guard by Sony. Examples includes the famous count down to E3 and the delay of conference from April to May. This definetly tells you that they were not prepared for Sony early announcment.
Wasnt it originally SONY who said they werent going to show anything until the competition (MS) did?
I think SONY got worried and tried to force Microsoft to reveal early and it hasnt worked.
3 months since the PS4 reveal and the hype is starting to die down, at least from my perspective, because of lack of any more details, and now everyone will be hyped about NextBox and will likely forget about the PS4

I think Sony caught MS off guard, but MS will show the entertainment features and console on the 21st. They need to save the rest for E3 because I highly doubt that they will beat Sony out in sheer numbers of exclusives. They'll try to focus their core handful of exclusives from the new studios (since Halo already came out) and they will unveil the new Forza. MS also has a lot of third party exclusives. I think Sony should do the same but they should fund japanese companies to strengthen the Japanese output.
