Yes, in terms of power yes. But only a fraction of PC owners own that type of PC.

PC allways ahead, nothing can be done to that, you just can't put the latest and greatest on a console cause of the price point they're going for and they age rapidly after release. Though I suppose the developers will find ways to optimize and cut corners to improve visuals as time goes by.
Of course. The PC is always way ahead.
But does it really matter anymore? Back in the 90's and even the early 00's the superior power on PC was used to make games you simply could not see on consoles. Nowadays this is a very rare thing. The PC hardware advantage is now used almost entirely for higher resolutions or improved textures or better frame rates on the exact same games you can play on consoles. Sometimes you'll have a higher player count on PC or something like that but for the most part it's been real shitty the way the market has shifted towards taking console games scraps. Can't say I blame the people in charge though.
The biggest difference here is that while your friend is correct, there's eventually going to be a time when you can easily build a PC that outperforms a PS4 just as easily as a PS4 outperforms a WiiU, that super powerful PC will still be playing ports of PS4 and Nextbox games for the most part. Meanwhile, that WiiU will not be playing games you see on the PS4/Nextbox. It will be the Wii versus PS3/360 all over again.
If I recall correctly when the 360 launched my friend had a beastly rig and it already outdated what the 360 was able to put out in terms of visuals on day one. Granted when I played Oblivion, and GRAW those games to me looking amazing. Usually the first year consoles are out they have very nice looking graphics. Though years later some games still surprise me: Halo 4, Crysis on consoles, Gears of War, Uncharted, God of War, etc.
It's just that simple.

the problem is n64 was released nearly 6 months earlier than 3Dfx, well if you wish you can count some intergraph Win NT workstations but the cost was 10 000 $+ |
...Didn't know that....digs to research...true! Very surprised but only in Japan apparently as n64 came in 97 in the west..

no n64 was released in september 96 in USA (AFAIK)
N64 was beast but they (SGI) fucked the design because afaik Nintendo order was CHEAP it cost something like 100$ to produce
