It seems as if it is the best we can expect considering the PS4's install base and the performance of peer titles like Dragon Quest XI (limited somewhat by 3DS version) and Final Fantasy XV.
Monster Hunter Tri sold 1.05 million in Japan on a larger install base (~ 9 million Wii's upon release.) Doubling the sales of the best selling console Monster Hunter would be quite impressive.
The active Japanese install base of the Wii and PS4 at the respective periods are probably similar, with the PS4 likely being much more stable than the Wii was in Japan in 2009.
With 14 days left, MHXX (3DS) had 990 points, on the last day of preorders it had 1305.
So I do expect MHW to sell closer to MHXX than MH4, probably moderately better than XX (~2 million.) With digital sales that might inch toward 2.5 million.
