Maybe, maybe not. Like someone else pointed out, Wind Waker didn't do that amazing in the first place in Japan, and this is an HD remake, which will have a digital version available a few days before release (6 day differencei n Japan, 2 weeks in NA/EU)

Damn I was expecting it to move some hardware. It probably will in US

US it most likely will, especially the Wind Waker bundle which releases on the 20th. Japn it should give a nudge, but no bigger then Pikmin 3 IMO. But Wii U gets Sonic, and Wii U Party in October as well, which will probably boost numbers in Japan. Plus Just Dance, ACIV, and Batman for us Westerners. WiiU sales should jump significantly in October.
P.S. Wonderful 101, while a flop in Japan and EU, will likely push systems a bit in NA as well.

It sold pretty well in Japan. About 890k on a console with an install base of 4 million. Almost a quarter of all GameCube owners bought it; that's a great attach rate.
1 million sales is phenomenal in Japan. Monster Hunter Tri barely sold a million. Only 14 Wii games sold a million in Japan. Only one GameCube game did; Wind Waker was the 4th-best-selling GameCube game in Japan.

Oh, when you put it in perspective that's not bad. Still Pikmin sold 560k, and WW HD is a remake, so I'm not expecting a push any bigger then Pikmin had.
