The console versions of FIFA 13 offer significant improvements over FIFA 12.
Did you not read the article? This is only about the Wii and Vita versions of the game. The Wii version is understandable since it is underpowered and at its limits, but the Vita? This thing is having trouble selling and when you do stuff like this it doesn't help at all.

There's a simple solution to this problem. Extend dev time, or hire more employees. I don't know much about the EA Sports devs but they could do what Activision does and make multiple studios collaborate with each other.

They did not add new equivalent international tournaments for the World CUP/ Uefe leaque ?
etc.....
The added features are weak true but it is the gamers their money and if they are enjoying it their is not much to do about it.
The weirdest part is that the vita version of 12 came out like 6 months ago

They probably did some tests, and determined that these systems couldn't even run the title screen.

Hardly, there are Gamecube sports games that look better than Wii FIFA.
Lol, EA Sports have been doing this for years. Every now and then there'll be a major revamp, but most of the time it's just an annual copy & paste project. They update the players/teams with possibly a little extra optimisation but everything else stays the same.
If there was a genre where I can see paid DLC being justifiable, it's for sports. Release the base game at the start of the generation, build a really good engine from the outset and then once a year charge people $10-20 for updated rosters, player stats, game play tweaks etc.
I'm not saying this is the best way to go but better than charging people $50+ per year for updated, rosters, player stats etc.
