I experienced a fair bit of stutter and ghosting through the first level of Halo Reach as well when you first encounter the covenant (and it's raining). Infamous 1 became unsmooth at times too when lots of stuff was going on.

ME1 didn't have a bad frame rate, not great but definitely average-good.

 

There's litterally hundreds of games with a worse frame rate.

The framerate in Blightown, Dark Souls, was pretty bad.

It was installed to the hard drive, I cleared my cache, and it was still terrible.  I don't know if some people just got lucky, got caught up in the hype, or if they had rose colored glasses thinking back on it, but it's pretty well known that Mass Effect has pretty consistently bad frame rate throughout the whole game (especially in the Citadel).

The worst I've experienced is Mass Effect 1 for Xbox 360, although it can be improved if you turn off the motion blur and film grain effects and install the game to the hard-drive, otherwise it's just atrocious. Castlevania: Lords of Shadow (PS3 & 360) and Heavenly Sword didn't have great framerates either but were playable enough and Fable III was mostly acceptable but became unplayable at times with the framerate slowing down enough to be considered a slideshow, when it happens it's only brief so it doesn't disrupt the flow of the game too much, still annoying though.

Gonna have to say Zangeki no Reginleiv, but I brought it on myself by spamming Freya's explosive arrows to destroy entire towns.

enslaved. the fps was choppy nearly the whole time during fight sequences, which should make the game unplayable but you get used to it somehow.

Ahhh, that makes sense. I turned off those effects before even playing the game. Can't stand rubbish post processing effects in games like this :)

 

Maybe that is the root of this.
