I'm thinking about getting into this series... Considering picking up SMT:DSO, but on the fence since it's two DS games duct taped together.
Maybe I'll just start with SMTIV...

Meaning that it's originally a DS game with some 3DS enhancements... my weak attempt at applying a Gamecube/Wii joke to an enhanced port of a DS game.
Have you played SMT:DSO?
I doubt I'll ever go back an play anything on PS2 to be quite honest.
Raido Kazunoha is in every Devil Summoner. It is the name of whoever the current summoner is. There is even a Raido Kazunoha in the Persona 2s.
Atlus bringing in the one from the PS2 games is just pandering to fans of the PS2 game though. I don't like it. Doing things like that distort the plots. We don't need multiple Raido's in the same game. They are suppose to do one then move on to the next.

It was originally a Sega Saturn game.

Well, the writing and story style is differet from the era of each of those games. To get the PS2 Raidou in here would require a distortion in the old plot structure and style which was more like the old SMT games and the first Persona's.
He doesn't serve any purpose outside of fanservice. I would rather they use the Riadou from the end of the first on the PS2. That one would make a lot more sense. They've already given him 2 games and rereleased SMT III with him fudged into it.
He is being overused
I had a dream not too long ago that they made a Raidou Kuzunoha movie, and it was awesome. IMO, Raidou Kuzunoha could be one of the most marketable characters for Atlus. An anime could be nice too.
