It is the starting location of the three demo stars from E3 2006, yes it was scrapped..

The place mario is flying to in that pic is actually to the start location of Good Egg Galaxy, so you are really only missing about 50 steps - the rest of the level is on your disc

I unlocked Luigi but still can't find this level no!! this planet doesn't existe in the Super Mario GALAXY!!! well Ive got to finish all Luigi adventure to be sure who knows in LOZ TP there was some hidden gift!!!! stay tuned!!! heheh

It was in all of the original Demo's (you may remember that it had an arch with a bell and you could shoot the bell with star bits and make the bell swing) it was originally the level that lead to the Spider boss.

Oh yeah, I can't believe nobody else here has a complete lack of ANYTHING else to do besides complete every possible facet of a single game.

Do not insult posts. Give reasonable explanations. You do not have to complete the game, 100%, but if you do, should you not deserve a bonus? Come on... Seriously...
