Don't agree with the Dr. Manhattan, his powers place him as the most powerful being in the Watchmen universe, but he hasn't shown anything really all that special. Reality warpers have been shown to do more than he has.

He can restructure parts of the universe itself. You can't destroy him because he can re-organize his molecules and come back. He has the limited ability to see in time. He can do almost anything.

Like I said, I think the only thing more powerful than Manhattan is someone wearing the Inifinity Gauntlet. They can literally do anything if they are wearing all six stones.

IIRC, he is the only being in the Watchmen universe with any special powers. He is not omni potent, even in the series he has been shown to have a weakness. There are plenty of beings in the other comic multiverses that have shown greater ability than he has. He just has no comparsion in the limited Watchmen universe to actually guage his abilities.

Reality warpers can alter time/space, basically reality in anyway way, shape, or form they wish. There are plenty of beings that can alter/change things at will.

No other ones that are really "heroes" however.  Well except arguably frankling richards who has the mind of a child.  Dr. Manhattan is much more likely to pull the trigger on "killing" first.

DC's Presense (or whatever the TOAA is named) has no feats, yet nobody is gonna argue Superman would beat him a fight.

The strongest superhero is Captain Condom. When he uses his powers he can stop supervillains being born with a 99% success rate!
