Maybe you need to spend more than $6000 before Nintendo give your money back.

Yeah it's not American, it's a visa though, it used to work before, on wii as well, how do you buy stuff now? Using the cards?

I still use the cards but my Region is set to Mexico. I guess your region is set to United States, so change it to Kuwait and there should be no problem. If you can check in internet your Credit Card information, check daily for a week, if they are still charging you talk to the bank, but I say in a few days it will disappear.

I forgot something, you already have 7dlls? If that so then definitely your region is definitely United States (dollars is not the coin from Kuwait, is it?)
Be careful, unfortunately you have to spend that money first because if you change your Region, the next time you enter the eshop your settings will be changed and will be asked if you want to lose that money, really stupid but that's the way it is. So spend it first and then change your Region. You can try it by yourself, they ask you first so just be careful in selecting "Cancel" :p

Damn, that's bad news. No, lol, changing it to Mexico won't work, your credit card must be from the same country as your region, at least that's what I'm guessing. If your country doesn't appear... you may want to talk to Nintendo then :S

Likely just a half-processed card charge, such that your card saw it happen but the data didn't go all the way through to your 3DS
