I can't see your images but I guess you got an error from Nintendo and the bank is charging you. Don't worry, the bank registers that a transaction is made but Nintendo won't charge for it and in a few days it will disappear. I guess your credit card is not American, cause I had the same problem the other day. As for your questions yes it did work flawlessly before the recent update , and I don't remember what region I have it on, how do I check?

In the Settings of the 3DS, there you can choose your Region, or in the Street Mii Plaza you can also check it.
It's weird though that before it worked and not now, your Credit Card is not american right?
For example, my credit card is from Mexico and if my Region is set to Mexico there's no problem, but when I changed it to USA (I wanted those damn Club Nintendo coins :( ) it showed me the same error. I guess something similar is happening to you, from my experience in a few days it will disappear from your Bank because in theory Nintendo is not charging for it.

Yeah it's not American, it's a visa though, it used to work before, how do you buy stuff now? Using the cards?

I still use the cards but my Region is set to Mexico. I guess your region is set to United States, so change it to Kuwait and there should be no problem. If you can check in internet your Credit Card information, check daily for a week, if they are still charging you talk to the bank, but I say in a few days it will disappear.
