except the rumors are most likely false. some are more true then others 16 cores will not happen when even high end PC games use 4 at most. almost none can even use the AMD 8 core

POWER architecture is very scalable, up and down, they could be 16 simple cores, each one little more complex and powerful than each XB360 one, it could be little more than 5 times as powerful as XB360's tri-core if used at its full potential, while offering full HW BC too, and still keeping reasonable price and power consumption for a console, as for a CPU a 5-6x performance leap in 8 years is very conservative and not at all daring.

Also, what you are talking about is an enthusiast usage pattern. Hardware that powerful is top of the line desktop stuff. Save your money and just build a PC. Also, the amount of memory that you would need to have in your machine to have Skyrim's environment age like I think you want to would be insane. Probably 48Gb would do what you want. I have a work PC with this much memory, it is for doing complex, physical modeling of changing environments, and what the effects are on different imaging modalities (I know this is vague, and confusing, purposely so, I don't want to get fired for violating my NDA, sorry). This would do well to simulate a changing world and do things like keep track of damage to trees, how they grow afterwards, changing landscape due to storms and such.

What you are talking about is probably 2020 tech as far as game consoles go.

The PS1 to PS2 comparison wasn't the best.  N64 to Original Xbox comparison is more usable (The PS1 had outdated GPU tech to begin with, the N64 was less outdated when compared to tech of the time).  Also, did you realize having 16GB of ram vs 8 GB of ram can cause gaming performance to decrease?  More ram isn't always the solution.

Its just a rumor, and not even a reliable one at that.
16core is kinda absurd by any standard. at most i would say 4 core, with hyperthreading ( making it like an 8 core) but even then i doubt it.
