Poor people cannot afford expensive lawyers, great rehab centers and some protection from the law due to prestige. The poor person's drug is meth anyways which is far nastier and more toxic drug than cocaine, but of course they are all dangerous. 

I have no problem with anyone doing drugs as long as it only harms themselves, but that is going off topic.

I would think 75-80% of child actors grow up to be some kind of druggie or sex addict in some way. You're always hearing about them on those entertainment news shows.
