Yes, they work on a non-japanese 3DS. I have all 4 of them and the only special thing about them is the color of the pants.

ACtually I have not tried any other codes. Maybe I am doing it wrong?

There is a guide on that site that explains how to do it, if you do it right and still can´t make it work, then try to find other codes, if you still can´t, maybe you have a faulty unit and need to contact Nintendo.
