Supposedly people are finding them online and just scanning them off online. Maybe that works here as well, just not for mine!

Well in that case...have you considered the possibility of a faulty 3DS? do other codes work for you beside these?

ACtually I have not tried any other codes. Maybe I am doing it wrong?

There is a guide on that site that explains how to do it, if you do it right and still can´t make it work, then try to find other codes, if you still can´t, maybe you have a faulty unit and need to contact Nintendo.
