Ok. I didn't say that all of them would sleep on the streets, but a lot of them will, and I know because I've seen them going to Madrid (I'm in Barcelona) and lots of them had a sleeping bag, suggesting that they will sleep in the outside.
Besides they are the kind of tourists that are called "turistas de mochila", which are the turists that spend as less money as possible. They are the ones that use public transport, that sleep in parks or cheap hostels (and they can be very cheap) and didn't spend money on restaurants as they buy food in supermarkets.
For this things, plus the fact that they are coming to assist to a catholic event where lots of them come just to see the Pope, so not the kind of event or people with party nights and alcohol, and that those 1.5 million pilgrims include people from locations of Spain too, those 100 million € in total are very reasonable.
