I believe the games will be permanently stored on the Wii. The content will then be transferred to the DS when appropriate. So this could mean having to be in wireless range of your Wii in order to play the full DS games.
However, now that I think about it, that would ruin the idea of a portable game machine, and obviously having to keep your DS switched on to play a full game is counterproductive, leading me to the conclusion that these games HAVE to be stored on blank cartridges (or some newly introduced storage medium to be separately purchased).

Possible, except that turning the DS off would lose SAVE data. So its unlikely. And using the DS internal memory only severely restricts possible games.
And like you say, having to play NEAR a Wii sort of ruins the portable experience,

Lets face it - the DS is slowly becoming "old", and might only have two-three years in it (before the DS II hits). This service is a great way to extend the life of the device, FORCE people to buy Wiis. It also massively increases Nintendos potential profit for released games (guessing dual download + retail for now) - once you take out all manufacturing / retail / shipping costs - profit could DOUBLE.
It also introduces people to the concept before the DS II hits - which will definitely have a built-in service like this (or just support memory cards off the shelf - that would rock :>).

Another minor point: my partner BOUGHT me a R4 for Xmas. I didn't know it was coming - and was slightly shocked when it arrived. Her reasoning was "it would save me money on games" - and didn't understand when I refused to use it for any form of piracy. It also plays movies & music - which is cool - although watching Pirates 3 on a *tiny* screen holds NO appeal for me whatsoever.
I told her, she can use it... :)
(it came with a 2gig sd-card, which was preloaded with about 50 games - talk about scumbagish!).
