That's what I'm finding surprising.  Europe get's it's Wii/DSi shop updates every Friday, I would've expected that 3DS would have had the same.

Noticed that too. But maybe they are moving handheld releases to Thursday while keeping consoles on Friday? Who knows

Concerning the DSi-3DS Ware transfer, not all content can pass through, view this link for the few that can't

Edit: And America is getting Super Mario Land, Alleyway and Radar Mission.

As others have said, they'll likely use a more "straight" but less real conversion: 400 yen will probably be 4 pounds, 4 Euros, 4 dollars

Monster Hunter: pissing me off since 2010.

True, but for what we know they could put the price that they want when they want...for example if Capcom decides to sell their Mega man Legends 3 prototype version for 2$, could than discount it, or do the revers to sell well initially. I think right now there's more freedom other than having different prices (2-3-4-500... Yen, while before the prices were 200-500 and 1000 points on DSi Ware if I'm not wrong).

CURRENTLY PLAYING: Xenoblade (Wii), Super mario 3D land (3DS), Guild Wars (PC)

so what's up with the cards in the op if they use real money?

Just noticed that the American press release, says the same thing. Why make different online regions if they will all update the same day?

The cards are real money, they represent quantities in Yen, its similar to the 100 points = 1 dollar = 1 euro, but they decided to skip the conversion to points.

Where was that great deal? You'd still be able to use those points in your Wii or DSi.

A little update before it's released, still no more information from western branches, just a few confirmations on prices etc from NoA. NoE just released a message for Club Nintendo members, talking about future benefits if you link your Club Nintendo account to your Nintendo eShop account (maybe its similar to what you could do with the Wii meaning extra stars from purchases). Plus if you link your accounts within three months of the launch, you'll receive 100 Stars (WOW ISH).
