Bacause what is interesting is to check how well a game sells on a single platform. So the same goes for those who also combine PS3 and 360 versions of MW2...in this case is even worse because the brands homeconsole are competition.
Well, if you're gonna count both Wii and GCN versions, you should combine N64, Virtual console and the soon-to-be-released 3DS OOT as well. In which case OOT will easily come out on top, again. 
Still, impressive feat, TP did what no other Zelda besides OOT ded before... I wonder how much SS will be able to sell.

I thought TP was really underrated generally (but not in reviews), I would quite like to see it overtake OoT

Why are only N64 sales of Ocarina of Time being considered when multi-platform sales of Twilight Princess are being considered? Ocarina of Time has seen multiple re-releases including The Legend of Zelda Collector's Edition, the Wii Virtual Console where it is the top selling Zelda game, and it will headline as the flagship title for the Nintendo 3DS launch. If any title can challenge Super Mario Brother's 3 as Nintendo's greatest masterpiece, it is Ocarina of Time.
